In a large pan over medium heat, sauté the lemongrass, garlic, ginger, and shallots until fragrant, about 2 mins.

Add the beef, season with salt and pepper (adjust the amount to your taste), and cook for about 2 minutes, breaking it up as it cooks.

Stir in the remaining seasonings and continue cooking for about 3 minutes until the beef is fully cooked and the sauce coats the meat.

Lower the heat and add the Thai chilis, cashews, and green onions. Cook for another 2 minutes, then remove from heat and set aside.

To make the rice paper cups, cut each rice paper sheet into four equal pieces.

Heat avocado oil in a pan over medium heat. Once hot, place the rice paper pieces into the oil. They will quickly puff and form into crisp cups.

Remove the rice paper cups and let them drain from any excess oil.
Fill each cup with 1–2 Tbsp of the lemongrass beef filling.
Garnish with cilantro and sesame seeds, then serve immediately for optimal crispiness.
